Protecting the Environment

Angelides has enhanced California's quality of life and economic competitiveness with innovative investment policies and programs that foster sustainable development and sound environmental practices.

As Governor, Phil Angelides will reverse the policies of Arnold Schwarzenegger and George Bush, renewing California’s historic commitment to coastal and ocean protection.

Three decades ago, when oil spills blackened California beaches and uncontrolled development threatened public access to the coast, California leaders and voters acted to protect the coast, creating the Coastal Commission and passing the California Coastal Act. As Governor, Phil Angelides will call this generation of Californians to carry forward the work of protecting the coast against new threats to its environment and beauty.

The Angelides coastal protection plan will fight the unprecedented drive by President Bush and the Republican Congress for renewed oil and gas drilling off the California coast. And it will reverse the policy of coastal neglect by Governor Schwarzenegger, whose actions have not matched his rhetoric.

Clean California - The Angelides Plan for Reducing California's Oil Consumption

As Governor, Phil Angelides will set a goal to reduce California's gasoline and diesel use by 25 percent in ten years, making California the world leader in developing clean and renewable fuels.

As Governor, Phil Angelides will offer a real plan to make California the world's leader in reducing oil consumption: cleaning the air, combating global warming and curbing sprawl while creating tens of thousands of jobs and strengthening California's economy. The Clean California plan will set a goal to reduce gasoline and diesel use by 25 percent in ten years, putting California on a path for even steeper reductions in the following decade. His plan will include investment initiatives to spur new clean energy technology, new standards for automakers and oil companies, and a comprehensive smart growth plan. It will give California families the chance to cut their fuel costs, protect themselves against sudden upswings in gasoline prices, and reduce the time they spend stuck in congestion.

The Green Wave – Investing in the Environment

The Green Wave initiative, launched by Angelides in 2004, successfully urged two of the nation's largest pension funds - the California Public Employees' Retirement System (CalPERS) and the California State Teachers' Retirement System (CalSTRS) - to bolster financial returns, create jobs and clean up the environment by committing $1.5 billion to investments in cutting-edge technologies and environmentally responsible companies. Conserving Energy to Avoid Blackouts and Price Gouging

Angelides sponsored the law that created the California Consumer Power and Conservation Financing Authority. Empowered to make critical investments in new power generation, conservation, and clean, renewable energy sources, the Authority is designed to ensure energy reserves for the future and avoid the rolling blackouts and price gouging that have plagued our state.

After talking about the need to shrink the size of government, Governor Schwarzenegger singled out the California Consumer Power and Conservation Financing Authority as the only agency targeted for elimination, and ultimately stripped the agency of its funding. In addition to fighting Schwarzenegger’s elimination of the Consumer Power Authority, Angelides is also working to stop the Governor’s attempts to deregulate the state’s energy industry, which risks returning us to the days of blackouts and soaring rates.

Cleaning Up Toxic "Brownfields"

Angelides initiated a $10 million program called "Cal ReUSE" to finance the clean up of tens of thousands of polluted California communities. Cal ReUSE helps clean up hazardous and polluted brownfield sites so that families in struggling neighborhoods can live in cleaner, safer, more productive communities.

Eliminating Unnecessary Gas Guzzlers from State’s Vehicle Fleet

Angelides successfully sponsored a law to cut pollution, save taxpayer dollars and reduce oil dependence by weeding out unnecessary gas-guzzlers from California’s fleet of 73,000 state-owned vehicles. The law also limits state agencies from purchasing SUVs.

Promoting Hybrid Vehicles

Angelides sponsored legislation to open California carpool lanes to fuel-efficient hybrid vehicles. The legislation will help clear California's air, boost the State's energy independence and cut greenhouse gas emissions.

Promoting Livable Communities

As a businessman, Angelides planned and built a community that was featured in Time, Newsweek, The New York Times, U.S. News & World Report, and ABC-TV's "Good Morning, America" for its thoughtful approach to creating "livable communities."

Creating Wetlands

Nearly twenty years ago, Phil Angelides helped build the successful community of Lexington Hills in Folsom, California.  As part of that community, there are 30 acres of thriving wetlands and riparian habitat in Lexington Hills.  Read more here.
